🧪 Agents Shipgate: Agent Capability Merge Gate

This project targets a niche but increasingly important area: release readiness for AI agents. It provides a local-first, static analysis tool to review changes in agent capabilities across MCP, OpenAPI, and SDK tool surfaces. As agents gain access to more tools and permissions, ensuring they do not perform dangerous operations after an update becomes a critical issue. This is not just a testing framework; it acts as a deterministic merge gate for agent capabilities. By offering an open-source CLI and GitHub Action, it attempts to integrate agent governance and tool-use readiness directly into standard CI/CD pipelines.
